Managing serialization versions for LUO objects

Proposal adds a machine-readable list of live update versions into an ELF section so userland tooling can read current and next kernels, compute overlaps, and abort reboots that would fail. A simple data format, a macro to register handlers into the right section, and a small command line tool exist as a first RC; it supports per-type version lists and negotiation, with an alternative discussed to serialize multiple formats, and tradeoffs around memory, performance, and mandatory vs optional handover constraints.
