Enabling Push call back in Fair class

Proposal adds a push callback mechanism to the fair scheduler so the system calls select_task_fair outside wakeup, mainly when a task goes back to runnable or when a task stays “stuck” on a CPU, and before put_prev. It uses a static_key toggle so EAS can enable it without affecting other users, runs find_energy_efficient_cpu more often (but skips it under overutilization), and enqueues migrations via a push callback list. Early functional tests on Pixel 6s work; no robust TBench numbers yet and races/overhead remain open.
