Boost.Blockchain: A new business model for open source

Proposes Boost.Blockchain: a header-only monetization scheme that embeds a consteval compile-time miner into headers using constasio and C++26/29 features, setting BOOST_BLKCHN_FEE ~ $0.005 and a user-defined-literal address macro. At compile time it spins up an io_service, fetch last 100 transactions to compute average fee, runs mining for a computed duration, and ends with a static_assert monetized. Notes compilers can run out of memory, Modules and build systems can defeat it, and moving mining to the build system is a possible fix.
