Incompatible target skipping
summary
Adds a new attribute target_compatible_with that lets Bazel skip targets whose platform constraints (from the @platforms repo) don't match the current host/target/execution platforms, and marks those skips as transitive so dependents are skipped too. Implementation is on master and prints the exact violated constraint for explicitly requested incompatible targets. Combines with select and a deliberately unsatisfiable not_compatible constraint to express OR logic, and uses toolchain feature flags via config_setting to skip by compiler properties.
